菲律宾移民局（Bureau of Immigration, BI）11月18日（周一）宣布，逮捕了三名涉嫌在韩国经营非法赌博网站的韩国逃犯。

移民局局长乔尔·安东尼·维亚多（Joel Anthony Viado）表示，这三人分别是金熙哲（Kim Heechul，36岁）、徐敏（Seo Min，30岁）和金永秀（Kim Yongsu，45岁）。维亚多指出，这三人将被列入菲律宾“不受欢迎的外国人”黑名单，以确保他们无法再返回菲律宾。

据移民局称，移民局逃犯搜查组（BI-FSU）于11月8日在帕拉纳克市（Parañaque City）逮捕了金熙哲，并在奎松市（Quezon City）抓获了徐敏和金永秀。

移民局进一步透露，金熙哲还被国际刑警组织（Interpol）通缉，全州地区法院于2021年5月对其发出逮捕令，罪名是经营在线赌博网站。金熙哲被控自2014年起，与其他嫌疑人共同运营该网站，涉嫌收取赌博资金，将其转换为加密货币，并分发中奖奖金。

此外，徐敏和金永秀也因经营非法赌博网站被仁川地区法院在2023年5月发出逮捕令。两人被认为是一个非法在线BC团伙的中层管理人员，负责培训新员工并监督20多个非法赌博网站的运作。报道称，该团伙通过这些非法活动获取了超过2万亿韩元的巨额利润。
