这几天看到博牛首页上经常出现的两条非常博眼球的所谓转帖的新闻，包括《[转贴] PAGCOR被菲高等法院控告 暂停网络菠菜牌照业务》、《[转贴] APECO被指唯一合法发牌机构》、《PAGCOR牌照被裁定非法，APECO被指唯一合法发牌机构》等等，有兴趣大家可以点击帖子进去看看，别当真就好。
针对这些貌似“言之凿凿”的新闻，哥一开始也是很震惊，怎么刚刚才花费偌大力气去搞的PAGCOR牌照，现在就出现问题了吗？但是本着认真负责的态度，哥在决定上报公司高层之前必须先搞清楚这个新闻的真实性，所以哥就在菲律宾当地的各大新闻媒体上搜索相关的新闻，下面就给大家列一下我所搜索到的情况，以便一一对上述转帖进行反怼，消除这种假新闻的影响。
第一条新闻哥找的是INQUIRER.NET在2017年3月17日的报道，原标题为“SC asked to stop Pagcor from issuing online gaming licenses”，即《最高法院被要求禁止PAGCOR颁发网络菠菜牌照》，该报道全文如下：
“An advocacy group on Monday asked the Supreme Court to stop the Philippine Amusement and Gaming Corporation (Pagcor) from issuing online gaming licenses.
In its petition for Prohibition with prayer for Injunction, the Anti-Trapo Movement of the Philippines (ATM) through its chairman Leon Peralta urged the high court to stop Pagcor from accepting applications, processing and issuing licenses for Philippine Online Gaming Operations (POGO).
Petitioner specifically wanted the high court to nullify the rules and regulations for POGO issued by Pagcor board led by Chair Andrea Domingo in September last year and void all existing licenses issued by the regulatory body.
Peralta said Pagcor violated Section 1 of Republic Act 9847 or the Pagcor Charter b on issuing the licenses.
They added that it is also against the recently issued Executive Order No. 13 (Strengthening the Fight Against Illegal Gambling and Clarifying Jurisdiction and Authority of Concerned Agencies in the Regulation and Licensing of Gambling and Online Gaming Facilities…) by President Rodrigo R. Duterte.
“PAGCOR’s continued acceptance, processing and issuance of POGO (Philippine Online Gaming Operators) licenses, as declared by PAGCOR Chair Andrea Domingo is violative of the provisions under EO 13, which specifically defined and clarified the individual authorities granted under the laws by which it was created to each government agency,” the petition stated.
The EO orders the Philippine National Police, National Bureau of Investigation, Department of Justice, Department of the Interior and Local Government, and the Department of Information and Communications Technology to work together and intensify their efforts in curbing illegal gambling.
Aside from recognizing the authority of the Philippine Amusement and Gaming Corporation (Pagcor) to operate and license gambling casinos, the order recognized freeport zones, such as the Aurora Pacific Economic Zone and Free Port Authority (APECO), the Cagayan Economic Zone Authority (CEZA), and Authority of the Freeport Area of Bataan (AFAB) as authorized to operate gambling facilities or give license to operators.
Section 3 of the EO clarified that in the case of online gambling, licensed online gambling operators are prohibited from letting persons “physically located outside the territorial jurisdiction” of the licensing authorities like Pagcor and the freeport zones to participate in the games, whether through an online portal or similar means.”
这么一大长篇的哥也就不全文翻译了，总之这篇报道的大概意思是说3月17号有一个叫ATM的非政府组织向最高法院请愿，要求最高院禁止PAGCOR颁发POGO牌照，要求最高院判定PAGCOR已经颁发的那些牌照无效，并认为PAGCOR颁发POGO牌照的这一行为违反了PAGCOR的章程，认为这也违反了不久之前总统签发的第13号行政令。
也就是说，这篇报道仅仅是说有一个非政府组织向最高院请愿来禁止PAGCOR颁发牌照，并不是最高院已经采取了什么行动，通篇报道中完全没有提到最高院是否已经采取什么行动，仅仅是叙述了有这么一个组织在做这么一个请愿以及他们这么做的原因。
针对ATM的理由，我找不到PAGCOR的章程，但是我去看了第13号总统行政令，上面也并没有明确规定PAGCOR不能颁发网络菠菜牌照，只是把PAGCOR和另外三个经济特区APECO、CEZA、AFAB各自的职权列举了一下，都是有权运营赌场和颁发牌照，只是只能在各自的管辖权范围内行事。行政令上并没有说PAGCOR没有权利颁发网络菠菜牌照。
其他的当地权威媒体包括GMA NEWS ONLIE在3月17号同标题的报道中也叙述了类似的新闻，有兴趣可以点击链接看一下“SC asked to stop PAGCOR from issuing online gaming licenses”；另外还有MANILA BULLETIN在3月17号也是以同一个标题对这个新闻进行了报道，内容都是大同小异。
除此之外，我再也没有搜到其他任何涉及我在开篇提到的三个帖子中所谓的PAGCOR牌照被裁定非法等等谣言的权威性来源。
而且大家看第三个帖子中所说的APECO竟然被解释成是Asian Prestige Entertainment Corp，还说“而菲律宾参议院以及菲律宾最高法院都强调，APECO是目前菲律宾唯一具有权利，是经过菲律宾国家宪法批准以及通过高等法院的审核，可以合法发放菲律宾网络赌博牌照的机构! APECO机构全称Asian Prestige Entertainment Corp.！”难道这不可笑吗？连APECO是什么机构都不明白，还在这里编排假新闻假报道，还有什么比这更可笑？！
之所以费这么大的劲来怼这些不实新闻，本意只是为了抒发心中对这些传播假消息的人的不满，如果顺带能消除这些不实新闻给大家造成的不良影响，还能提醒大家以后在转帖或者传播行业消息的时候，先事先做一些审核，追究一下最初的新闻出处，那也算是额外的收获吧。如果实在是找不到或者没办法确认消息是否准确，也应该在转的帖子最醒目的地方标注出来说这个帖子的真实性无法保证，没法找到权威消息来源等等告诫信息，而不是如开篇所列的这三个帖子一样，为了博眼球，不惜以严重违背事实的标题来转帖，而且没有说明任何消息来源。
