Chinese President Xi Jinping reacted well to the suggestion of Philippine President Rodrigo Duterte to declare the Panatag (Scarborough) Shoal a marine sanctuary, a Philippine official said.
据菲律宾某官员说，菲律宾总统杜特地宣称帕纳塔格礁（黄岩岛）为海洋保护区，中国主席习近平对此反应良好。

Duterte proposed turning the shoal into a sanctuary to Xi when they met during the Asia Pacific Economic Cooperation summit in Peru.
在秘鲁的亚太经合组织峰会时，杜特地总统向习近平主席提议将此岛作为海洋保护区。

According to Presidential Communications Secretary Martin Andanar, President Xi was open to Duterte’s idea.  
据总统发言人Martin Andanar透露，习主席对杜特地的提议表示接受。

“We will mobilize government forces to promote our agreements, step up guidance to create a favorable environment,” Xi was quoted as saying.
“我们会调动政府的力量来促进我们的协议，加强指导，共创和谐环境”援引习主席的话。

Xi encouraged the two countries to seek maritime cooperation as the contested sea would be turned into a “symbol of cooperation.”
习近平鼓励两国寻求海事合作，将有争议的海域变成“合作的象征”。

Making the shoal into a sanctuary would mean banning all fishing activities inside the area but not around it.

The main purpose of creating a marine protected area is to protect the existing biodiversity and the integrity of the marine ecosystem in the area.
