The Philippine Amusement and Gaming Corporation (Pagcor) has given out about 35 offshore gaming licenses as part of the first roll-out of the Duterte administration’s newly created gaming regime.

The information came from several gaming industry sources. However, it is unsure how many of the licensees would actually operate their respective offshore gaming entities. Pagcor officials were not immediately available for comment.

The licenses were issued to Philippine-based operators or those with properly constituted business operations organized in the Philippines. Offshore-based operators or those whose business operations were organized in a foreign country and will employ the services of a Pagcor-accredited service or provider for its online gaming activities also received licenses.

According to Pagcor, the introduction of offshore gaming was “meant to safeguard the welfare of the Filipinos at the same time meet the agency’s revenue targets to help fund the government’s nation-building programs.”

The licensees are called the Philippine Offshore Gaming Operators (Pogo). From each licensee, Pagcor charged application and processing fees of $50, 000 for e-casino and $40, 000 for sports betting. Another $200, 000 and $150, 000 will be charged respectively, upon approval of the license.
