<h4><strong>“空包裹”迁出黑幕，六亿单号暗藏赌资</strong></h4>
<p>今年4月，江苏省无锡市的林先生<strong>花费5000元在网上购买了一台手机</strong>。但在卖家发货后，林先生迟迟没有收到快递，于是他根据快递单号对应的联系方式，与快递公司取得了联系。</p>

<p>然而，令林先生没想到的是，工作人员告知他，单号对应的包裹为一个“空包”，这个单号虽然能查到，<strong>但快递流通过程中并没有这个包裹</strong>，所以林先生未能收到手机。</p>

<p>林先生随即联系出售手机的商家，却发现<strong>商家的店铺已经关闭</strong>，无法联系到卖家。</p>
<p>花了5000元，只换来一个空包裹？林先生意识到自己可能遇到了网络诈骗，随即向警方报案。</p>
<p>顺着林先生遇到的诈骗案中的“空包”单号摸排，警方发现，网络上竟有大量这样的“空包裹”，这些“空包裹”涉及的快递公司共有九家，<strong>数量竟然多达上亿个</strong>。而与这个单号同源的这些“空包裹”，都指向了广东省的王某和广西省的张某。</p>

<p>据广东省的犯罪嫌疑人王某交代，他控制着兜售“空包”快递单号的网站1600余个，广西省的犯罪嫌疑人张某也控制着1000余个网站，<strong>两人经手贩卖的快递单号超过了6亿条</strong>。</p>

<p>警方在摸排中还发现，这6亿多条“空包”快递单号，<strong>大量出现在了两起累计涉案金额超70亿元的跨境赌博案件中</strong>。6月初，警方在15个城市抓获40多名涉案人员，冻结涉案资金2000余万元、房产23套。</p>

<p>使用这种手法为赌博公司“洗钱”的犯罪嫌疑人被称为“<strong>码商</strong>”，“码商”会在电商平台上注册大量合规店铺，在店铺内上架一些掩人耳目的产品。当赌徒在网站上进行充值、下注时，“码商”便会使用小号进入店铺，拍下相应价值的商品但不付款，而是将付款二维码提供给赌客，<strong>要求赌徒通过这个二维码进行付款</strong>。</p>

<p>赌徒完成支付后，这笔钱暂存在电商平台上，“码商”想要提现，就得进行发货，待快递被签收后，平台才会将这笔钱打至“码商”账户。</p>
<p>为了降低成本，<strong>“码商”前往“空包”单号网站购买一个“空包”单号</strong>，填写发货和收货信息，制造出一个假的“<strong>购买-发货-签收</strong>”流程，向平台方表示货物已成功抵达买家手中，平台方便会将钱返还至“码商”的账户中。</p>

<p>就这样，<strong>网络赌博公司把赌客的充值行为伪装成了电商平台上的购物行为</strong>，然后用“空包”单号完成了整个物流的流转。“码商”借助电商平台与快递单号完成了一次虚假的网络购物流程，赌资摇身一变，披上了“合法”的外衣。</p>

<p>这些快递“空包”单号没有实际包裹，但通过单号可以查询到完整的揽收、运输、派件、签收流程，通过快递单号查询物流，与真实的快递包裹<strong>唯一的区别就是没有实物的流动</strong>。</p>

<p>据犯罪嫌疑人交代，这类“空包”单号的需求量非常大，<strong>一天可以卖掉数十万个</strong>。并且“空包”单号的生成不需要人工介入，速度快、效率高，每天可以自动生成数十万条。</p>
<p>“空包”单号不仅为非法跨境网络赌博服务，还会<strong>参与到网络刷单黑产和一些诈骗案件中</strong>。</p>
<h4>1.网络刷单黑产</h4>
<p>早期，在快递交易流程中出现的“空包裹”，往往都是服务于<strong>电商平台刷单</strong>。</p>
<p>刷单者在店铺中拍下一件商品，随后，商家寄出一个空的快递盒子，或是在快递盒子里放上一张小纸条、一根小皮筋等廉价物品，将“空包裹”发出。随后，在订单页填写单号，当用户收到“空包裹”后确认收货，并拿着商家给的图片和文案，对产品进行“好评”，完成一次刷单，<strong>为卖家提升“好评率”</strong>。</p>

<p>而随着“空包”单号诞生，有需求的卖家可以<strong>通过购买“空包”单号完成交易</strong>，不再需要寄出真实快件，一条“空包”单号的售价在2元左右，费用大概为真实发出一个实物包裹的四分之一，大大降低了刷单黑产运作的时间和金钱成本。</p>

<h4>2.网购诈骗</h4>
<p>如前文中林先生遇到的案件一样，不法分子在网络上售卖产品，在收到买家的货款后，卖家从网上购买来的“空包”单号，填写至物流单号中，<strong>假装已经完成发货</strong>。买家在看到快递单号后，便会放下戒备，开始耐心等待货物到手。</p>
<p>但当等待了很久之后，买家仍未能收到快递， 便与快递公司方工作人员进行联系，才会从工作人员处得知，这个快递是一个“空包”，只有单号和物流信息，并没有实质上的货物存在。</p>

<p>这时，买家才会反应过来自己可能遇到了骗子，<strong>而卖</strong><strong>家早已逃之夭夭</strong>。</p>
<h4><strong>“空包”买卖危害大，需多方携手治理</strong></h4>
<p>之所以“空包”单号可以为赌博、刷单、诈骗等大量违法产业进行服务，离不开<strong>快递公司和电商平台的监管漏洞</strong>。</p>
<p>网络上售卖的“空包”单号大都来源于多家国内著名快递公司，不法分子通常是通过<strong>入侵快递公司服务器</strong>的方式，从快递公司内部获取单号，当用户在网络上下单后，用户填写完成寄件、收件地址，服务器便会自动生成单号，而这个“快递”也会在网络上开始进行看似正常的运输流程。</p>

<p>但在警方调查中也发现，<strong>部分快递公司内部工作人员涉嫌与网络黑灰产勾结</strong>，为了提升寄件量，谋取非法利益，直接与犯罪团伙开展合作，向犯罪团伙贩卖“空包”。</p>

<p>其次，一些电商平台，也会由于“空包”的存在<strong>提升了平台内的销售业绩</strong>，对“空包”现象睁一只眼闭一只眼。</p>
<p>“空包”单号破坏了网络交易环境中的公平、诚信，为不法分子带来了大量灰色资产，甚至<strong>成为“网络赌博”、“网络诈骗”等行为的助推器</strong>，损害他人的利益。在此，守哥呼吁：</p>
<p>1、<strong>快递公司应该加强内部监管体系</strong>，严格审查快递单号数据，从源头上杜绝“空包”的流通；</p>
<p>2、<strong>电商平台应定时审查平台内注册异常、交易异常的虚假店铺</strong>，严格打击利用“空包”单号和电商平台进行“洗钱”、网络刷单等违法行为；</p>
<p>3、<strong>消费者在购买产品时需提高警惕</strong>，不要从疑似刷单的店铺购买产品；同时，<strong>选择有担保的渠道进行购物</strong>，不先打款，避免受到“空包”快递诈骗，保障自己的财产安全不受侵害。</p>
