参议院承诺加速通过支持总统禁博彩的法案
2024年9月13日，参议员张侨伟（Sherwin Gatchalian）9月12日表示，参议院决心加速通过一项法案，以支持菲律宾总统费迪南德·马科斯（Ferdinand R. Marcos Jr.）全面禁止菲律宾离岸博彩运营商（POGO）的宣言。
在新闻发布会上，张侨伟表示，包括参议院议长弗朗西斯·“奇兹”·埃斯库德罗（Francis "Chiz" Escudero）在内的多名参议员已经同意加快该法案的通过。他补充道：“希望在接下来的两周内可以完成。这只是一个简单的法案，感谢参议员乔尔·维拉纽瓦（Joel Villanueva）和阿兰·彼得·卡耶塔诺（Alan Peter Cayetano）提出法案。”
该法案将整合卡耶塔诺的第63号参议院法案、维拉纽瓦提出的第1281号和第2752号参议院法案，以及张侨伟提出的第2689号法案。卡耶塔诺和维拉纽瓦推动禁止所有形式的在线赌博，而张侨伟则希望废除第11590号共和国法——该法案专门对博彩行业征税。
电子博彩
在参议院听证会上，讨论了电子博彩（e-gaming）的问题，即仅允许本地客户进行在线下注。尽管有部分提议也禁止电子博彩，张侨伟表示，委员会正在考虑国家政府从该行业获得的收入。
他指出，菲律宾博彩和娱乐公司（PAGCOR）的电子博彩收入已增长至220亿比索，而税务局（BIR）从中获得的收入也接近120亿比索。相比之下，三年前PAGCOR的收入仅为60亿比索，而BIR的收入仅为20亿比索。
然而，张侨伟表示，委员会发现该行业在监管上存在漏洞，尤其是在开户方面。他指出，任何人，甚至未成年人，都可以使用假名和假年龄注册电子博彩账户，进而可能涉及洗钱等非法活动。
与此同时，菲律宾总统直属反有组织犯罪委员会（PAOCC）主任、次长吉尔伯托·克鲁兹（Gilberto Cruz）透露，马科斯总统计划在两周内签署一项行政命令，全面禁止博彩。
菲律宾博彩和娱乐公司主席兼首席执行官亚历杭德罗·滕科（Alejandro Tengco）向委员会报告，互联网博彩牌照持有者（IGLs）也将被纳入该行政命令的覆盖范围。他强调，这些公司并不接受任何形式的下注，仅为境外博彩公司提供后台服务。
滕科还透露，参议院游戏和娱乐委员会的成员计划参观三家特别级别的BPO（业务流程外包）公司，以更好地了解其运营情况。
