更高的传输费用导致Meralco 9月份电费上涨
对于消耗 200 千瓦时的住宅用户，此次调整相当于其总电费增加约 31 比索菲律宾马尼拉——马尼拉电力公司 (Meralco) 于 9 月 11 日星期三宣布，今年 9 月的电费将上调 0.1543 比索/千瓦时，使普通家庭的整体电费从上个月的 11.6339 比索/千瓦时上升至 11.7882 比索/千瓦时。
对于消耗 200 千瓦时的住宅用户，此次调整相当于其总电费增加约 31 比索。
推动本月整体费率调整的因素是，由于 2024 年 8 月 5 日储备市场恢复商业运营后辅助服务费用上涨，住宅客户的输电费用每千瓦时上涨了 0.2913 比索。
储备市场的总辅助服务费用是菲律宾国家电网公司 (NGCP) 辅助服务采购协议 (ASPA) 费用的两倍。辅助服务费用占 NGCP 输电费率的份额上升到 50% 以上。
本月更高的输电费用抵消了发电费用的减少，发电费用每千瓦时下降了 0.1547 比索。
电力供应协议 (PSA)、独立电力生产商 (IPP) 和批发电力现货市场 (WESM) 的费用均有所减少。
发电费用下降主要是由于比索升值至 2023 年 12 月以来的最高水平，影响了 50% 的 PSA 成本和 97% 的以美元计价的 IPP 成本。这导致 PSA 和 IPP 费用分别降低 P0.2371/kWh 和 P0.0529/kWh。
WESM 费用也降低了 P0.0514/kWh。这已经考虑到了能源监管委员会 (ERC) 早先下令的延期至 2024 年 5 月的四期 WESM 成本中的最后一期。
PSA、WESM 和 IPP 占 Meralco 在此期间总能源需求的 46.2%、27.3% 和 26.4%。
Meralco 重申了其早先的建议，即客户可以预期 First Gas — Sta 的发电成本会增加。在 ERC 批准对两家供应商实施调整后的费率后，下个月 Rita 和 San Lorenzo 的天然气价格将开始上涨。
根据 ERC 的指示，First Gas 工厂新的天然气销售和购买协议 (GSPA) 下的 Malampaya 定价将从 2024 年 9 月的供应月开始实施，并反映在 10 月份的客户账单中。
此外，截至 2024 年 8 月供应月，新旧 GSPA 之间的成本差异将在 2024 年 10 月向客户开具账单开始的 12 个月内收回。
其他费用
同时，税收和其他费用每千瓦时净增加 0.0177 比索。
发电和输电的转嫁费用分别支付给电力供应商和电网运营商，而税收、通用费用和上网电价补贴 (FIT-All) 都汇给政府。
另一方面，自 2022 年 8 月普通住宅用户每千瓦时电费降低 0.0360 比索以来，Meralco 的配电费一直没有变化。
